Richard Heart, born Richard James Schueler, is the founder of PulseChain, PulseX, and HEX. PulseChain, launched in 2021, aims to be a faster and more energy-efficient blockchain, while PulseX serves as its native decentralized exchange. HEX, introduced in 2019, is marketed as a high-yield “blockchain certificate of deposit,” allowing users to stake tokens for interest. Heart is a well-known and controversial figure in the crypto space, attracting both supporters and critics.

In 2023, the U.S. SEC charged Heart with conducting unregistered crypto offerings, alleging misappropriation of funds. However, in 2025, a federal judge dismissed the lawsuit due to lack of jurisdiction, as all transactions were through international wallets and crypto platforms. Heart viewed this as a major victory for the cryptocurrency community.
